Project Preparation and Coordination Unit


The unit shall be responsible to support project preparation and delivery. The unit shall also facilitate cooperation with development partners and other stakeholders in the water sector.

This Unit will perform the following activities:-

(i) Issue standards for water project designs and management

(ii) Provide technical support for water project designs to departments and implementing agencies

(iii) Review and recommend for approval of project designs

(iv) Maintain a database of water projects (completed, on-going and prospective)

(v) Organize for project launch and inaugural ceremonies in collaboration with implementing departments and agencies

(vi) Facilitate resources mobilization for water projects in collaboration with Division of Policy and Planning and implementing departments;

(vii) Monitor project implementation processes to ensure standards (national and international), value for money, time efficiency, environmental and social safe guard standards;

(viii) Build capacity of implementing agencies technical staff for cost effective project execution;

(ix) Serve as a link between the Ministry, Development Partners and other stakeholders; and

(x) Promote and facilitate private sector participation in water sector development.

This Unit will be led by Director.

Finance and Accounts Unit


To provide financial management and bookkeeping services for the Ministry.

This Unit will perform the following activities:-


(i) Timely preparation and payment of salaries;

(ii) Proper payroll management; and

(iii) Budget for personnel emoluments.

Cash Office

(i) Submission of voucher list to the Treasury;

(ii) Collection of all cheques from Treasury;

(iii) Banking cash and cheques;

(iv) Preparation of monthly flash report;

(v) Payment of cash/cheques to employees/customers (service Provider);

(vi) Batching of paid vouchers;

(vii) Maintenance of cash book; and

(viii) Preparation and effecting all payments.


(i) Collection of all revenues; and

(ii) Supervise the collection of revenue.


(i) Timely preparation of pension papers; and

(ii) Maintenance of pension records.


(i) Prepare budget; and

(ii) Monitor expenditure.

Pre – Audit/Examination

(i) Verify documentations to support vouchers, including authorization according to regulations;

(ii) Verify financial documents to ensure adherence to the relevant acts, regulations, circulars etc; and

(iii) Reply all Audit queries raised during the previous financial year.

This Unit will be led by a Chief Accountant.

Internal Audit Unit


To provide advisory services to the Accounting Officer in the proper management of Resources.

This Unit will perform the following activities:-

(i) Review and report on proper control over the receipt, custody and utilization of all financial resources of the Ministry;

(ii) Review and report on conformity with financial and operational procedures laid down in any legislation or any regulations or instructions for control over the expenditure of the Ministry;

(iii) Review and report on the correct classification and allocation of revenue and expenditure accounts;

(iv) Develop audit procedures to facilitate compliance with international standards;

(v) Review and report on the reliability and integrity of financial and operation data and prepare financial statements and other reports;

(vi) Review and report on the systems in place used to safeguard assets, and verify existence of such assets;

(vii) Review and report on operations or programs to ascertain whether results are consistent with established objectives and goals;

(viii) Review and report on the reactions by the management to internal audit reports, and assist management in the implementation of recommendations made by reports and follow-up on the implementation of recommendations made by the Controller and Auditor General;

(ix) Review and report on the adequacy of controls built into computerized systems in place in the Ministry;

(x) Prepare andimplement Strategic Audit Plans; and

(xi) Conduct performance audits on appraisal of development projects.

This Unit will be led by a Chief Internal Auditor.

Procurement Management Unit


To provide expertise and services in procurement, storage and supply of goods and services for the Ministry.

This Unit will perform the following activities:-

(i) Advise the Management on matters pertaining to the procurement of goods and services and logistics management;

(ii) Monitor adherence to procurement process and procedures as per Public Procurement Act;

(iii) Develop an annual procurement Plan for the Ministry;

(iv) Procure, maintain and manage supplies, materials and services to support the logistical requirements of the Ministry;

(v) Maintain and monitor distribution of office supplies and materials;

(vi) Maintain and update inventory of goods, supplies and materials;

(vii) Provide Secretariat services to the Ministerial Tender Board as per Public Procurement Act;

(viii) Set specifications/standards for goods and services procured and monitor adherence to them to ensure value for money; and

(ix) Prepare action plan, progress reports and budgets for the Unit.

This Unit will be led by a Director.

Legal Services Unit


To provide legal expertise and services to the Ministry.

This Unit will perform the following activities:-

(i) Provide legal advice and assistance to the Ministry’s Division, Units and entities under the Ministry on interpretation of laws, terms of contract, terms of agreements, privatisation agreements, procurement contracts, guarantees, letter of undertaking, memorandum of understanding, consultancy agreements and other type of agreements and other legal documents;

(ii) Provide technical support in preparation of legislative instruments including enactments of Parliament and subsidiary legislation(s) and forward to the Attorney General’s Chambers;

(iii) Prosecute and make follow up ofcases in Courts of Law and courts decision, maintain data base on courts decisions and ensure safe custody.

This Unit will be led by a Director.

Information and Communication Technology Unit


To provide expertise and services on application of ICT to the Ministry.

This Unit will perform the following activities:-

(i)Implementation of ICT and e-Government policy;

(ii)Develop and Coordinate Integrated Management Information System for the Ministry;

(iii)Ensure that hardware and software are well maintained;

(iv)Coordinate and provide support on procurement purchase of software and hardware in the Ministry;

(v)Establish and Coordinate use of Electronic mail Communication on LAN and WAN; and

(vi)Carryout studies and propose areas of using ICT as an instrument to improve service delivery to the whole Ministry.

This Unit will be led by a Principal ICT Officer.

Government Communication Unit


To provide to the Ministry expertise and service in information, communication and dialogue with public and media.

This Unit will perform the following activities:-

(i) Produce and disseminate documents such as brochures, articles, news letters etc to inform the Public on Policies, programmes, activities and reforms undertaken by the Ministry;

(ii) Coordinate press briefings for the Ministry;

(iii) Engage in dialogue with the Public as well as media on issues concerning the Ministry;

(iv) Promote ministerial activities programs and policies;

(v) Coordinate preparation of Sectoral and ministerial papers for workshops and conferences;

(vi) Coordinate preparation and production of ministerial articles and news papers; and

(vii) Up-date sectoral and ministerial information in the website.

This Unit will be led by a Principal Officer with wide knowledge and experience in the Ministry.
