Divisions

Water Resources Division

Objective

To oversee sustainable management and development of water resources in the country.

Functions

(i)To develop, monitor, evaluate and review the implementation of water policy, legislation, standards and guidelines;

(ii)To facilitate the development, management and use of the nation’s water resources in accordance with the national water policy and strategies;

(iii)To collect hydrological, hydrogeological and hydro-meteorological information and disseminate to other Government institutions and the public at large;

(iv)To build capacity of Regional Secretariats and Local Government Authorities in water resources management;

(v)To provide technical support and supervise the operations of the Basin Water Offices;

(vi)To coordinate the Ministry’s participation in national and international dialogue, initiatives and projects pertaining to the development, management and use of the nation’s trans-boundary water resources; and

(vii)To provide guidance to stakeholders in the proper design and construction of dams and management of water reservoirs.

This Division will be led by a Director and will comprise the following Sections:-

(i)Water Resources Research and Development Section;

(ii)Water Resources Monitoring and Assessment Section;

(iii)Trans-boundary Water Resources Management Section; and

(iv)Water Resources Environment Protection Section.

Water Resources Research and Development Section

This Section will perform the following activities:-

(i)Coordinate and harmonise inter sectoral plans on water resources development and utilisation;

(ii)Coordinate plans for water resources investment priorities and financing patterns;

(iii)Explore for and develop alternative sources of water; and

(iv)Identify areas for research related to water resources development and management.

This Section will be led by an Assistant Director.

Water Resources Monitoring and Assessment Section

This Section will perform the following activities:-

(i)Develop guidelines and standards for the acquisition and management of hydrological, hydro-geological and hydro-meteorological data;

(ii)Manage the national water resources database;

(iii)Provide technical support and supervise the operations of the Basin Water Offices in their water resources monitoring, assessment, development and management functions;

(iv)Develop guidelines and standards for the design and construction of dams and monitor their compliance;

(v)Facilitate the conduct of water audits, provide technical support, and prepare annual reports on the state of the water resources;

(vi)Liaise with Tanzania Meteorological Agency on weather forecast and early warning systems and disseminate information to the public.

This Section will be led by an Assistant Director.

Trans-boundary Water Resources Management Section

This Section will perform the following activities:-

(i)Coordinate Ministry’s participation in national and international dialogue, initiatives and projects pertaining to the management, development and use of trans-boundary water resources;

(ii)Coordinate the preparation and implementation of trans-boundary water resources development, utilization of management projects;

(iii)Coordinate formulation of international agreements and protocols on trans-boundary shared water course systems; and

(iv)Strengthen Basin Water Boards and Ministry’s capacity to negotiate for an equitable share of trans-boundary water resources.

This Section will be led by an Assistant Director.

Water Resources Environment Protection Section

This Section will perform the following activities:-

(i)Provide guidance and support to the Basin Water Boards in regulatory and water legislation enforcement functions;

(ii)Manage the national register of water rights, water user associations and other user groups;

(iii)Coordinate and support activities relating to the protection and conservation of water resources;

(iv)Monitor to ensure that water resources development and management projects adhere to principles of environmental sustainability and effective control of water pollution;

(v)Coordinate integration of climate variability/change mitigation and adaptation measures into water resources management;

(vi)Analyse various sector policies and legislation related to protection of water resources and control of water pollution and advise accordingly; and

(vii)Oversee the functioning of National Water Board and advise Minister accordingly.

This Section will be led by an Assistant Director.

Water Supply and Sanitation Services Division

Objective

To oversee the development and provision of water supply and sanitation services.

Functions

(i) To prepare short, medium and long term plans and programs for the division.

(ii) To lead the development of sector policies, legislation and strategies related to water supply and sanitation;

(iii) To monitor the performance of water supply and sanitation service providers;

(iv) To monitor the implementation of water supply and sanitation interventions;

(v) To provide standards and guidelines on the management of water supply and sanitation services;

(vi) To support capacity development of water supply and sanitation service providers;

(vii) To support and facilitate operations and maintenance of water supply and sanitation facilities;

(viii) To supervise collection, processing, monitoring and dissemination of water supply and sanitation data and related information;

(ix) To provide early warning of water supply information related to extreme shortages;

(x) To guide the development of rural water supply management system and application of new technologies;

(xi) To promote rain water storage and utilisation in rural and urban areas;

(xii) To supervise preparation and implementation of water supply and sanitation projects;

(xiii) To provide support in the management of water supply and sanitation services.

This Division will be led by a Director and will have four sections as follows:-

(i) Design and Construction Management Section;

(ii) Service Delivery Management and Support Section;

(iii) Operations and Maintenance Section;

(iv) Sanitation and Hygiene Section;


Design and Construction Management Section

This Section will perform the following activities:-

(i) Facilitate and coordinate the preparation review, design of water supply;

(ii) Supervise construction and management of water supply projects;

(iii) Provide approval of water supply construction projects;

(iv) Provide advice in project tendering, bidding, cost control and quality management; and

(v) Scrutinize water supply projects to ensure that environmental screening requirements are addressed at the planning stage.

This Section will be led by an Assistant Director


Delivery Management Support Section

This Section will perform the following activities:-

(i) Provide coordination and support services to Local Government Authorities and other stakeholders in water supply and sanitation services;

(ii) Assess, monitor and evaluate the of performance Water Utilities and other water service providers;

(iii) Carry out technical and management Audit of Water Utilities;

(iv) Process applications for establishment of Water Utilities;

(v) Propose establishment and de-establishment of Water Utilities;

(vi) Organize forums to share and exchange experiences on water service delivery;

(vii) Monitor performance of water utility boards;

(viii) Facilitate the formation of legal water user entities at community level; and

(ix) Monitor and evaluate performance of legal water user entities at community level.

This Section will be led by Assistant Director.


Operations and Maintenance Section

This Section will perform the following activities:-

(i) Develop guidelines and standards for operations and maintenance of water supply and sanitation facilities;

(ii) Develop plans for rehabilitation, repair and or expansion plan of existing water supply and sanitation infrastructure;

(iii) Establish and maintain database for maintenance of water supply and sanitation needs; and

(iv) Facilitate operation and maintenance programs in Water Utilities.

This Section will be led by an Assistant Director.

Sanitation and Hygiene Section

This Section will perform the following activities:-

(i) Provide input for the development of policy, regulations and related guidelines on sanitation and hygiene;

(ii) Facilitate and coordinate the preparation review, design of sewerage system and waste water management facilities;

(iii) Supervise construction and management of sewerage systems and waste water management facilities;

(iv) Provide approval of construction / Rehabilitation sewerage systems and waste water facilities;

(v) Facilitate capacity building in sanitation sector;

(vi) Monitor, evaluate and review the implementation of onsite and offsite sanitation (sewerage) development programmes in rural and urban areas;

(vii) Organise meetings with sanitation stakeholders;

(viii) Facilitate participation of the private sector and other stakeholders in implementation of sanitation interventions;

(ix) Promote appropriate technologies on sanitation facilities in rural areas; and

(x) Supervise collection, processing, monitoring and dissemination of sanitation data and related information.

This Section will be led by an Assistant Director





Water Quality Service Division

To provide expertise and services in water quality management.

Functions

(i)To provide inputs in formulation of water policies, standards, guidelines, legislations and strategies in water quality management and water laboratories;

(ii)To prepare and provide various information of water quality management;

(iii)To undertake water quality research and advise; and

(iv)To provide technical advise to water treatment facilities and chemical quality certification.

This Division will be led by a Director and will comprise three Sections as follows:-

(i)Water Quality Assessment Operations Section;

(ii)Quality Assurance and Water Quality Standards Section; and

(iii)Technical Support, Research and Development Section.

Water Quality Assessment Operations Section

This Section will perform the following activities:-

(i)Provide input in preparation of water quality policies, standards, legislationsand guidelines related to water quality assurance;

(ii)Coordinate and provide guidance on water quality monitoring (including waste water and atmospheric deposition), surveillance and survey;

(iii)Prepare and maintain water quality assessment data base and disseminate information;

(iv)Assess and provide certification of compliance to standards; and

(v)To advise on planning and implementation of water quality assessment.

This Section will be led by an Assistant Director.

Quality Assurance and Water Quality Standards Section

This Section will perform the following activities:-

(i)Provide input in preparation of water quality policies, legislationsand guidelines related to quality assurance and water standards;

(ii)Prepare and review guidelines and standards on field and laboratory operation protocols and supervise to ensure adherence;

(iii)Manage programs on quality assessment and control;

(iv)Supervise accreditation process for water laboratories; and

(v)Advise on the review and updating of standards of water quality and effluent.

(vi) Provide laboratory services to the public and private sector relating to the assessment of water and wastewater quality and quality of water treatment chemicals;

(vii)Conduct tests on water treatment chemicals and certifying their quality;

(viii)Provide technical advise to industries on proper treatment of industrial effluent for controlling water pollution;

(ix)Coordinate provision of evidence of water sources polluters.

This Section will be led by an Assistant Director.

Technical Support, Research and Development Section

This Section will perform the following activities:-

(i)Carry out research and provide input in preparation of water quality policies, standards, legislationsand guidelines;

(ii)Provide guidance on management of in-house research activities and ensure dissemination of research findings;

(iii)Provide guidance on management of in-house chemical waste and obsolete chemicals;

(iv)Ensure implementation of field and laboratory safety programs;

(v)Provide advise on water treatment processes, testing of treatment chemicals and certification; and

(vi)Provide technical advice to water treatment plant operators with regard to chemical dosing.

This Section will be led by an Assistant Director.

Administration & Human Resources Management Division

Objectives

To provide expertise and services on human resources management and administrative matters to the Ministry.

Functions

(i)To provide strategic inputs to management on Administration and Human resources Management issues such as recruitment, Human Resources Development and Training, Promotion, retention, motivation, Performance Management and Welfare;

(ii)To ensure optimal management of Human Resources in the Ministry;

(iii)To provide link between the Ministry and the President’s Office Public Service Management on operationalisation of the Public Service Management and Employment Policy of 1998 and relevant Public Service Acts; and

(iv)To provide data support and up-date records on various Human Resources information.

This Division will be led by the Director and will comprise the following Sections:-

(i)Administration Section; and

(ii)Human Resources Management Section.

Administration Section

This Section will perform the following activities:-

(i)Interpret Public Service Regulations; Standing Orders and other Labour laws;

(ii)Facilitate employee relations and welfare including health, safety, sports and culture;

(iii)Provide registry, office records, messenger and courier services;

(iv)Handle Protocol Matters;

(v)Facilitate security services, transport and general utility;

(vi)Facilitate general custodian services to include maintenance of office equipments, buildings and grounds;

(vii)Coordinate implementation of ethics and value promotion activities including corruption prevention education;

(viii)Implement diversity issues including gender, disability, HIV/AIDS etc and be the Ministry’s Gender Focal Point;

(ix)Coordinate implementation of Private Sector Participation in the Ministry;

(x)Coordinate implementation of Business Process Improvement in the Ministry;

(xi)Advise on organizational efficiency of the Ministry; and

(xii)Coordinate implementation of Client Service Charter in the Ministry.

This Section will be led by an Assistant Director.

Human Resources Management Section

This Section will perform the following activities:-

(i)Coordinate recruitment, selection, placement, confirmations and transfers for the Ministry;

(ii)Facilitate Human Resource training and development (career, professional, skills enhancement) for the Ministry including Cadres under the Ministry;

(iii)Facilitate orientation/induction programmes for the new entrants;

(iv)Human resources planning to determine supply and demand needs for professionals under the Ministry;

(v)Salary administration and payroll processing;

(vi)Coordinate implementation of Open Performance Review and Appraisal System (OPRAS);

(vii)Process and update records of various leaves such as annual, sick, maternity, study and terminal;

(viii)Oversee employee benefits (pension, allowances etc) and entitlements;

(ix)Oversee services related to separation from the service (retirement, resignation, etc); and

(x)Serve as a Secretariat to the appointment “Ad-hoc Committee” of the Ministry.

This Section will be led by an Assistant Director

Policy and Planning Division

Objective

To provide expertise and services in policy formulation, implementation, monitoring and evaluation.

Functions

(i)To coordinate ministerial budget;

(ii)To ensure internal as well as external monitoring and evaluation of the Ministry’s activities and targets;

(iii)To provide a basis for making informed decisions on the future direction of the Ministry;

(iv)To encourage and facilitate the provision of services by the Private Sector in the Ministry;

(v)To collect and analyse information on the Water sector for informed decisions;

(vi)To prepare Ministerial contributions to the Budget Speech and Annual Economic Report;

(vii)To institutionalise strategic planning and Budget skills in the Ministry; and

(viii)To ensure that water and irrigation plans and budgets are integrated into the government budgeting process.

This Division will be led by a Director and comprises the following Sections:-

(i)Policy Section;

(ii)Planning Section; and

(iii)Monitoring, Evaluation and Performance Reporting Section.

Policy Section

This Section will perform the following activities:-

(i)Coordinate formulation, review and implementation of Ministerial policies and ensure consistency with National policies;

(ii)Review and advice on policy papers prepared by other ministries;

(iii)Prepare memorandum of understanding for projects programmes for international financing and cooperation;

(iv)Compile implementation reports on Ruling Party Manifesto and Parliamentary Committee; and

(v)Coordinate the preparation of Ministerial budget speech.

This Section will be led by an Assistant Director.

Planning Section

This Section will perform the following activities:-

(i)Coordinate formulation and preparation of the Ministry's annual plan and medium term strategic plan;

(ii)Compile reports on Ministerial projects, programmes and Action Plans Develop strategies for resource mobilization;

(iii)Liaising with Ministry of Finance and Economic Affairs and PO-PSM on Strategic Planning and Budgeting process within the Ministry;

(iv)Provide technical guidance and support for institutionalization of Strategic Planning and Budgeting process within the Ministry; and

(v)Participate in analysis of outsourcing of non-core functions (Private Sector Participation).

This Section will be led by an Assistant Director.

Monitoring, Evaluation and
Performance Reporting Section

This Section will perform the following activities:-

(i)Monitor implementation of the Ministry's Annual Plan and Medium Term Strategic Plan;

(ii)Prepare periodic (weekly, monthly, quarterly, mid-year, and annual) performance reports for the Ministry;

(iii)Collect, study and analyze statistics needed in the formulation and implementation of policies, plans and budgetary proposals;

(iv)Participate in preparing plans, programmes and budgetary activities of the Ministry including establishment of performance targets and indicators;

(v)Provide technical support including institutionalization of M&E process within the Ministry;

(vi)Undertake research and evaluation studies of plans, projects and programmes undertaken by the Ministry;

(vii)Undertake service delivery surveys to collect stakeholders/ clients views on services rendered by the Ministry;

(viii)Coordinate mid-year and annual performance reviews of the Ministry; and

(ix)Monitoring performance of Executive Agencies under the Ministry.

This Section will be led by an Assistant Director.
