The Permanent Secretary in the President’s Office – Public Service Management and Good Governance, Juma Mkomi, has directed Water Supply and Sanitation Authorities as well as human resource officers to ensure that all qualified public servants are enrolled into the E-Utumishi system, while any challenges that may arise are resolved promptly.

Mkomi issued the directive in Dodoma during the opening of a four-day working session that brought together Chief Executive Officers, Directors of Human Resources, and Human Resource Officers from Water Authorities across the country. The session was held at the Ministry of Water headquarters in Dodoma.

He stated that it is the responsibility of institutional leaders to conduct a needs assessment for staff through the Human Resource Assessment System in order to identify existing gaps and determine the required staffing levels.

“It is important to observe public service policies and employment regulations that govern recruitment procedures to ensure that every employee is treated fairly within the public service,” Mkomi said.

Furthermore, he urged Directors of Departments and Human Resource Officers not to create obstacles for employees but rather serve as a bridge to address their concerns.

On her part, the Permanent Secretary of the Ministry of Water, Eng. Mwajuma Waziri, said the Ministry continues to extend water services to citizens through its institutions, and achieving this responsibility requires competent and disciplined human resources.

The working session is aimed at providing training on the effective use of public service and governance systems to improve service delivery in public institutions.
